The Treasury Department discovered that the Secretary of State was postponing their deadline of assistance to some of the Jewish organizations in order to send money Europe's way. The senate and the house of representatives came up with the idea of creating the Rescue Resolution. This called for a US government agency designed to rescue and relieve Jews and minorities. When President Roosevelt was finally given the treasury report, he saw that they need a more stable organization to deal with these funds. Roosevelt decided to make the War Refugee Board. The board was staffed with people who came from the treasury department; this group worked with sending money overseas. Throughout its efforts, the board organizes some relief, but for the most part, it works threw better agencies streaming the process. With the help of the War Refugee Board, the United States was able to send millions of dollars into Europe and have a much greater impact than the original treasury department.
The United States was dealing with the Great Depression during the time of the holocaust. German news was being passed on from country to country: the genocide. As the State Department received new information, they did not want to release to the press the severity of the conflict. Newspapers did things such as putting US news on the front page and adding brief summaries about Germany five or six pages in. This allowed people to be aware of the issue and still be able to focus on American problems. To show the governments' support they contributed to boycott posters and promoted Americans goods more than usual. This not only put down Germany, but it helped out the American economy by buying more products made within the country.
Hungary may have slipped the news a bit too early about trying to take over the axis powers and Germany found out so they sent troops to load up the Jews by train. At this time, Hungary had one of the largest Jewish population in Europe. FDR had a press conference to try to help out and warn Hungary about not giving into Germany. Roosevelt tried to convince them to not follow in Germany's persecutions.
